WHERE'S IT FROM ?

INDEX MARKS

The original allocation of Index Marks for 1904 is reproduced in table 1. At that time it was intended to reserve the letters G, S and V and their double letter combinations for Scotland and similarly the letters I and Z with two letter combinations for Ireland, the remainder for use in England and Wales. This was effected for a while but as the demand for new Index Marks arose this original idea was abandoned and combinations using G or V were allocated as required except for Ireland where combinations of I and Z with G or V were not used. Some of the early Authorities ceased issue of their own Marks after a short while due to amalgamation with larger Authorities, e.g. Partick (YS) was taken over by Glasgow. In at least two cases the original Marks were reallocated elsewhere, i.e. Dorset's original Mark, BF, was replaced by FX and the BF series with prefix letters reappeared in Staffordshire in 1960. Northampton was allocated DD in 1904 but this was replaced by NH and the original Mark went to Gloucestershire.

Table 2 details Marks allocated to each Licensing Authority. Some of these Authorities no longer issue Marks, e.g. Preston Borough (CK, RN) and others have been combined with larger Authorities, such as Croydon (BY, OY, VB), East Ham (HM, HV), West Ham (AN, JD) and Middlesex with the Greater London Council. The necessity for new Authorities arose in 1963 and new Marks were allocated from the X series by using Marks formerly issued by London and may be readily identified by use of a suffix letter. About two hundred Local Taxation Offices were functioning until September 1974, when, due to the high number of vehicle registrations, the system had to be modified by use of a computer at Swansea connected with about eighty-one Local Vehicle Licensing Offices. This new system came into operation on 1 October 1974 and Local Offices now issue Marks formerly used by the county in which this Office is now situated. For example the Lancashire Office at Preston now issues Marks formerly used by Authorities within its county area, i.e. BV, CB, CK, CW, FR, FV, HG, RN, TB, TC, TD, TE, TF and TJ.

_____

In its original printed form, this part was divided for easy reference into two sections as follows:

3a. Single and double letters with reversals

3a gives, where known, the original date of issue of single and double digits with month and year. This is immediately followed by the final date of issue of this mark. These two dates are followed by the first issued date of the reversed sequence.

Example: AD 1 was issued in December 1903 and the double digit AD was used until September 1921. The reversed AD (In this case 100 AD) started January 1960.

3b. Treble letters with reversals

3b gives original date of issue of three letter index marks followed alongside by their reversed dating. Under these are given the suffix used by that authority, again with the date of origin.

Example: AAA 1 was introduced in December 1934 and 1 AAA started in July 1960. The first suffix to follow was AAA-1-C in January 1965 and the next suffix AAA-1-J in February 1971.

A useful exercise from these recordings would show: First three letter prefix was issued by Staffordshire (ARF) in July 1932.

First three letter suffix was issued by Middlesex (AHX, etc.) in September 1953.

First single letter suffix was issued by Staffordshire (E) in April 1953.

First year letter suffix was issued by Middlesex (AHX-A, etc.) in February  1963.
